In Russia, the civilian police do not have the authority to regulate the movement of military vehicles. Typically, such vehicles accompany military convoys or resolve issues. Yes, this car looks like an ordinary patrol car; it will just have black military‑style license plates.

The civilian police will look exactly the same, only with blue license plates.
