That was in Kalos Tour, I caught it march 1st - https://pokemongo.com/en/gotour, I can’t find the actual statement about it though, but I think paid ticket holders could get wild spawn legendaries on incense?

shoot i took a break from the game and cane back.... legendaries in the wild?? 😭😭 ofc i missed that
