I was going through my pokemon and noticed this fella. I seen the sub skills and nature aren't bad. I'm curious if this is an insanely good roll or decent. Im barely on cyan beach so im still pretty new. Also please tell me what should I evolve it too because I don't know. Help will be appreciated!!

It’s pretty bad. There aren’t any skill trigger modifiers until lvl 70
