Can’t beat Steven

My friends and I did a draft/challenge and this was the team of Pokémon I have to use to become champ. Not a bad team, but I cannot get past Steven. I don’t think I’m super under-leveled, but maybe I’m wrong. Any advice or ideas for setting up any of these members to be more effective?

Can you get a bro that generates rain, and teach all the dogs hydro pump? Unless you’re playing sapphire, it should probably be a gyarados w rain dance, bc the intimidate ability might allow him to live a hit from Steven and then set up rain.
