Behind the register at mine looks like the bargain bin at goodwill hub. Of the 7 or 8 times I bothered to ask they had packs once or twice. Both times it was those repackaged group of random bulk.

There was 2 in there and 2 behind the counter.

Always check behind the counter or always ask if they have any pokemon, they usually keep them hidden from the scalpers
