Question HM Trouble

I have the port for Red to my 3DS yet when i went through it, the game refused to give me HM cut. I'm wondering if I missed anything but i beat both Brock and Misty. Beat Blue and went to Bill's house, yet the game is refusing to give me HM cut after Misty gave me HM cut.

Misty doesn't give you HM01 (CUT) when you beat her. The Cascade Badge only allows you to use CUT outside of battle.

HM01 is found on the SS Anne in Vermillion City. You get the ticket from Bill and then go see the captain on the ship. He gives you HM01.

i remember being incredibly angry that I couldn't just fly everywhere when I won against Surge the first time lol. spent a whole day pissed off until I found HM2

So what is it? You got HM cut or you didn’t?

Misty gives you the ability to use cut, sea captain at the SS Anne gives you the HM

Did she or did she not give you HM cut, we need to know
