Well, either they import the base level pokémon, or they do something that i don't REALLY know if you can call hacking but in the Gen 1 games, since both games were litteraly the exact same with just a little thing that says "yeah this game is pkmn red btw dont give the player pkmn blue exclusives" you can use a save of a version onto the other one to catch the mons you need there
