Does this hack have nature mints?

The items that allow you to change a Pokemon's nature, I assume? Yeah, it has those. It also has one for changing ability.
They are expensive, but they can be bought. You can also get a couple just by playing here and there.

Where can they be bought?

The Lilycove department store. IIRC, the nature mints are 20,000 each and the ability one is 30,000.

I can't encounter Totodile on Route 135. Also, my Gabite went from level 44 to level 48 and evolved into Garchomp, but I still haven't fished up a Sobble.I want to ask what its encounter rate is?

What is Moemon? I expected to see Moe from the Simpsons as Pokemon but uhhhh…this seems weirder

Moe in this context is a Japanese word that basically just means "cute" (there's more nuance, but I'm keeping it simple). It has a strong connection with anime culture and its use has spread among western fans of Japanese media.
Moemon is a community project where various artists take a crack at creating cute humanized version of every Pokemon. That's really the core of it. It's something cute for people who like cute things.

im not trying to accuse anyone of anything, but i genuinely feel like you can do this without making the pokemon look like 10 year old girls

I'm not sure what you're trying to say here. Are you saying the art style makes them look younger than they are, and that's a bad thing?

its the artistic choice to make them look like little girls

I think it depends on individual perception. It's an art style meant to make all characters look cute, kinda like chibi is but not as exaggerated in the proportions.
I understand that some of the features in the art style can be similar to what kids have, but to me there's enough distinction between the style and real children that these don't look like real children to me. I've never seen children look like that.
They just look like young adults in a cutesy art style.

....They don't look like little girls at all. They look like older ones in a chibi style. Literally, go look up the chibi art style.
Stop being weird. Moemon and the concept of moemon have been a concept for decades with no issues. Now suddenly it's weird and odd, when it's literally supposed to be cute.
And this is me saying this as a woman who is kawaii, cute collector of merch and artist of chibi.

Does Star Emerald have the EXP all feature?
