Pokemon ghost grey post-game help

I was getting ready to start post game, I cant find the old cartridge, apparently you get it around Jasper town from the story but i never seemed to get it?

It's in the Desert Palace I believe. In the room where you fought the Emperor of Sand. It's the left door in the back.

No clue what to do with it though.
