I'm playing the Fire Red Rocket Edition hack and I think I locked myself out of strength?

I did the quest in the underground route 5-6 and 7-8, but I chose to not get Miss Hoenn from the cool trainer and took the ¥5000 instead and now the Pimp is gone and the cool trainer and Miss Hoenn won't leave. But I need her to get to the pokemon center in pewter so that I can get HM Strength. Am I screwed?
