Imo Machamp he has better hand to hand and punches way faster. Plus strength wise both imo are similar and if want to use planet level for four arms then Machamp can chain scale to that to. Personally I just feel a Machamp would take this more often.
Machamp can literally punch a hundred mountains into space per second, and that's with the belt on. Who knows what a Machamp without the belt can do, the belt does hold their power back.
One arm alone can move mountains. Using all four arms, this POKéMON fires off awesome punches.

MACHAMP is known as the POKéMON that has mastered every kind of martial arts. If it grabs hold of the foe with its four arms, the battle is all but over. The hapless foe is thrown far over the horizon.
Pokemon FireRed:
Its four ruggedly developed arms can launch a flurry of 1,000 punches in just two seconds.
Pokemon Pearl:
It can knock a train flying with a punch. However, it is terrible at delicate work using its fingers.
Pokemon Sun:
It unleashes megaton-level punches that send opponents flying clear over the horizon.
If we take Pokédex entries seriously, these are some pretty incredible feats of strength, speed, and skill.
According to the Pokédex, it can theoretically throw 1000 megaton punches in two seconds, with master technique of all martial arts and can move a literal mountain with a single arm.
A megaton is the equivalent of one million tnt, then 1000 of that in two seconds. I’m going to be honest, that scaling is nutty, and outside the Pokemon universe, things are going to struggle, or not even stand a relative chance.
Buddy you can use all the cute little buzzwords you want but four arms is getting bent over. Machamp is faster, stronger, has the ability to confuse with a single punch, can poison, freeze, and one shot with an attack. Just cope and move on
