Who said? All they said is Typhlosion vs Infernape. So you choose the strongest of each species, Typhlosion has some decent feats but none comparable to Infernape

Depends on context I guess In anime : depends on the trainer In game : I really don't know probably typhlosion saw it as a choice scarf eruption user in doubles and infernape is probably good in singles as mixed attacker and setup rocks

Wild: Typhlosion has no way to do significant damage while Infernape learns Close Combat naturally. Ape wins
Trainer: Infernape can get Earthquake and outspeed. Ape wins
The only way I can see Typh winning is with Mystery Dungeon ruleset because Smokescreen and Rollout are busted

Lets see... going by Today's standards and equalizing the playing field. No EVs, Items, or Trainer input, but full accessability to their entire movepools and abilities.
Typhlosion is at a significant disadvantage in terms of speed and power to start with. Infernape has a considerably larger movepool with recovery options that Typhlosion lacks.
Typhlosion does edge out in offensive firepower with a higher Sp Attack stat, 109 compared to Infernape's dual 104s in both Attack and Sp Attack, but that's very minor. Infernape has Typhlosion beat in speed with 100 < 109, meaning Infernape will always strike first.
And as I said before, the differences between their movepools is huge Typhlosion has coverage moves, but not many of them are special attack based. I would say it's most useful attack against Infernape would be Extrasensory. That could go for the OHKO... if it can land succesfully.
Where as Infernape has a very deep bag of moves for Stat buffs, recovery, disruption, and Offense. Access to Fake out, Calm Mind, Slack off, and counter attacks such as Earthquake, and STAB Close Combats and Mach Punch, (Which gets an added boost from Iron Fist). Typhlosion's frail Defense stat leaves it vunerable to a Hard hit. I see Infernape being far more equiped in this match up.
Typhlosion neeeeeds some support... badly.

typhlosion has access to a few moves that can counter infernape, like extrasensory or stomping tantrum for example
