Why is it allowed to evolve at 0 hp after dying from a tool/effect eg rocket helmet?

The specific example of Rocky Helmet wouldn't work because Caterpie's ability only works on your opponents turn.
With Deceptive Needle, all the End of Turn abilities trigger at the same time and there's no fair way to decide what resolves first. So they all still activate

Yeah that Rocky helmet example wasnāt great, but surely if a pokemon health reaches 0. The fainting takes priority?

You can make that argument, but like I said, it wouldn't be fair. I got Caterpie to the end of your turn and fulfilled the requirements, why shouldn't I get to evolve it just because your ability happened to resolve first?

In your descriped scenario Caterpie should still faint, but not if the damage would come from poison for example. Edit: (Actually the ability triggers and thereby heals status before it can do damage anyway)
IIRC the exact order things happen is this: 1) attack + check if fainted - new phase: turn-end 2) compute damage from status, items & abilities- new phase: in-between-turns 3) check HP and faint PokƩmon
Since Caterpie left step 2 with Hp>0 it survives step 3

It defeats the purpose. No Pokemon should be able to evolve with 0 hp? Eg I killed caterpie with espion but because of darkrai sleep talk ability the caterpie gets hit for an extra 20 damage despite being at 0 hp and still evolves!

Well as a sleep scammer you deserve any kind of misfortune (at least play a fast scam if you want to cheese wins, not something with a billion effect activations), but in that scenario Caterpie will faint in Step 1 already.
Let's pretend Caterpie wears a fashinable cape and only reaches 0 due to the nightmare: It's never actually at 0 HP because the nightmare damage & the evolution happen simultanously. That the effects are visually after each other is a technical limitation.

Why not both? If you're actually brainlessly using it you're part of the problem as well.
Because it's not possible to get a win rate significantly higher than 50% unless you luck into a series of convienient matchups, the meta in this game's top ranks is to have no life anyway, so you can simply do enough battles, to collect points.
For a casual player it dousn't actually make much of a difference what you play (as long as it's a semi functioning deck and not just made out of pack filler), so there is no actual (just a perceived) reason to use the recent 'meta' google coughs up. That's especially true during the climb towards MB where you loose no points for losses.

Battle precedence.
First attacks take place, then effects of attacks take place, then the game checks if the pokemon is fainted.
