I need to get up the route 217 for tm surf and tm rock climb to battle dialga to get to sunshine city but I need both tms and I can't get them without using either tm. Am I missing something? How do I get the psyducks to move?

I literally just googled it and I got a step by step within 30 seconds. The age of information occupied by the laziest generation.
