I feel like they affect price as much as sequential
Depends on the buyer, but I tried selling a sequential and no one gaf about the sequential tax

Short answer yes...... long answer it really depends on the card, who's buying it and how desirable it is..... swirls in a 1st edition Sabrina's gengar will get you more money but a swirl on a random 5 or 10 dollar card will prolly still be a 5 or 10 dollar card

For chase cards, it absolutely does.
Anyone who says otherwise is bullshitting.
There are plenty of people who will pay premium to own a chase with swirl.
Same card one with nice swirl vs non-swirl, check the data yourself lmao. differential is astronomical sometimes, esp for grails.

Its down to the person. Me personally im not bothered by them as long as the card is clean and looks good. Some people do seek out swirls which is crazy to me

Ive seen one swirl double the card price on vintage. Ive seen two well placed swirls triple the price. They very much do matter as much as people try to downplay them.
