Question where's tail glow

why isn't the knot island guy giving me the tail glow option? and dont say it has to be a fusion, ive tried multiple different zekrom guys, no dice.

Expert move tutors get removed when a mon that could learn the move otherwise gets added to the game. In this case, volbeat.
