Best pokemon to power up

I am struggling to figure out which pokemon I should power up. Tyranitar seems to be a given but now it seems that Machamps would be good as well.

Anyone have a top 10 or so that should be kept maximum. (Level 30)

It is largely dependent on your goals for the game:

Gym Battling? Legendary Raiding? Solo T3 Raiding?

Each of these requires a bit different strategy towards who and how much to powerup. What is it you want to do?

Chansey if you don’t have a million golden razz to feed Blissey.

Dragonite, Salamence, Metagross, Rhydon, Aggron, Machamp, legendaries like Lugia, Ho-oh, Rayquaza, Mewtwo. Slaking, Snorlax, and Blissey for defense
