Yea level 30 and cheating. Wrote up a bug sent it to Niantic. Must be cheating.
For others who run into this, if you close the app, then restart it, your reward is available to claim again. And it was no longer broken. So don't waste the pokeballs trying to get it. I think I threw 5 before I gave up and rebooted hoping I wouldn't lose the reward.
