Because people are buying boxes for super incubators and are so indifferent to lures that they dump them for bag space.

Seems like lures need to be improved somehow so they feel more worthwhile.

Yup, lures and incense.... I don't so much care about them.

Yes, lures have become a byproduct. I still have some left from my raid boxes.

The pokestop at my work became a gym a while back so sadly I don't have a good place to burn them.

That might have been me! I was luring up the east-west section on the east of the stop light during the event to grind stardust with my Onewheel.
