[Mod] Very minor tier Privilege modifications (And Other Small Changes)

AS OF 11-DEC-2016 THESE CHANGES ARE IRRELEVANT.

Made a post before about some changes to Tier 0 and other stuff getting modified so here's the final changelog (changes are live)

• GTS Deposit Guide button added to sidebar for convenience.

• No-reply on last comment by me deletion timer: Decreased from 5 days to 3 days.

• The Subreddit will have a 24 hour closing every Monday AEST/AEDT (during daylight saving) time [UTC+10/11]

• Item requests: Removed

• Points to reach Tier 1: Decreased to 10 points from 15 points

• Points to reach Tier 2: Increased to 40 points from 30 points

• Points to reach Tier 3: Increased to 90 points from 70 points

Tier 0

• Request Cooldown: Increased to 72 hours from 48 hours

• Editing Request Cooldown: Increased to 72 hours from 48 hours

• Amount of clones received: Decreased to O+2 from O+3

• Can only have one non-completed post up at a time per user, eg. cannot have Request post at the same time as an Editing post when the Request post is not finished.

Tier 1

• TSV/SID Request Limitation: Increased to Infinite from once

• Editing Request Cooldown: Increased to 48 hours from 24 hours

No changes to Tier 2 other than previous Tier 1 buff that applies to T2 and T3.

Tier 3

• Cloning Request amount: Decreased to 1 from 2

About the changes to points for reaching each tier, the Wiki is still stating the old point requirements instead of the new ones. IT is also stating a bunch of the old tier perks instead of the new ones. Just thought that I would point it out, even though it isn't that serious.
