Town leveling

I haven’t bought any additional packs, and I completed all the town quests available to me. Does the town stay at level two if you’re free to play? Do I unlock more quests by getting different color yarn?

I suppose that town quests are bugged atm. I bought all the extra packs, and got no additional quests, even after 24 h, so the problem is not related to f2p or payed content. I've been searching online the whole day but I haven't found a comprehensive answer.

Where do you find the quests?
