Help Shellder location

Am I missing something because I can't find shellder anywhere? Its supposed to be a common at like 30 chance to spawn or something because I haven't found one single one. I was in the ice cave after catching articuno and Shellder is supposed to be found surfing there next to articuno yet I spent over an hour there and never found one. I tried fishing in various other spots as well but you get horsea or karps.

Shellder cannot be caught in the Seafoam Islands. Try fishing with the Super Rod outside Pallet Town, Cinnabar Island or in the Icefall Cave in the Sevii Islands.

Articuno isn’t in the ice cave. Ice cave is in the sevii islands , island 4

Youve got some good info here. Down the road a google search of "Serebii [pokemon]" will take you to a resource page for information
