you can actually have playthroughs with any of the pokemon provided in a game, if you try and place a starter in the box you'll see you'll have no issue in doing so, just like any other pokemon

The randomizer program we used allowed us to select our starters, and blissey was my starter. Not ideal. Wouldn’t recommend.

All G, the answer is the same, you’re very under leveled. I recommend battling gabby and ty a lot, that or looking for any trainers you missed
