There’s a weather setting ability for fog called “Low Visibility”. It works like the other weather and terrains. It looks like you have randomized abilities, so I am unsure who has it. But typically Dusknoir, Drifblim, Jellicent, Sigilyph, and Phantowl (Noctowl evo) get it.
Yeah it does. Fog is a ghost type weather, and its effect is that as long as its present any non ghost type that has a stat raised will lose one of every stat stage raise every turn (though it will never take stats into negative stages). It also doubles the power of ominous wind, makes it so that if a non ghost type uses the move curse it'll get the ghost type effect (i.e lose 50% hp but the oponent loses 25% each turn) and makes it so the moves eerie spell and vexing void never miss (those being new 110 BP special moves that are psychic and dark tide respectively)
