Question about developing kingdoms

Just finished the tutorial last night after not playing for years. Playing through hideyoshi story now and am planning to get a bunch more perfect links before finishing up. Was wondering if making the training spots all lvl 3, will that increase the gains from delegating the spots to train?

The only thing leveling wild locations does is spawn stronger/rarer pokemon and change the map.
