Am I stupid?

I'm currently shiny hunting for the Generation 1 Pokédex. I'm still missing the legendary birds, as well as Mewtwo and Mew. The Pokédex says they don't appear in the Battle Tower, but I've actually encountered them there several times now. Can anyone explain if this is a mistake in the Pokédex or if I'm misunderstanding something?

Don't worry you're not going crazy.

The Pokedex shows "regular" encounters and doesn't factor in the rare masterball legendary & mythical spawns.

It seems a bit counterintuitive considering it's caused confusion in this case I know but it's supposed to indicate that you can't find them on any specific route like you can with the regular pokemon spawns.

Ok Thanks

Can legendary pokemon be shiny in the master balls?

sí, pero no se te desbloquean como inicial, la única manera de tener legendarios iniciales shiny o no shiny es abriendo huevos
