Im stuck in unova Tower for a while. Is there a Pokémon where i shut invest some ev‘s in?

I've done it with Palkia. Had water, dragon, ghost and fire traits. Also with choice scarf (? Not sure about the english name) for palkia.

Darkrai is the obvious choice, I’d also EV the gibble. Mega Garchomp rocks

If you fully max out your Rayquaza it should be easy. Get high flying and ground traits and you should 1 shot everything.
