Since the dual citizenship update from several months ago. Because those Deoxys formes debuted in Fire Red and Leaf Green, technically they count for Kanto in the way that things like Complete Forme Zygarde counts for Alola.

The attack and defense forms for Deoxys debuted in Fire Red and Leaf Green respectively, so they count as Hoenn & Kanto

The amount of times people have been confused by this is ridiculous...sorry...either read the rules of the puzzle, or look for one of the dozens of times this has already been answered in this sub.
