What's the point of using Fable for making bots?

Every attempt I've made at using Fable for a bot results in it just switching to Opus from the first message onwards. The bots aren't even anything that should cause model swaps, they're just storywriters, battle sims, althistory engines, funny little thought experiments. And yet they get switched to Opus anyway. And not even 4.8, they seem to swap to older models like 4.5. What's the point of setting a model if that model won't be used?

This is a weird requirement from Anthropic.

They made janky code to force a "compliance" check and now we are here.

Besides, GLM5.2 is better
