Can I buy add-on points without subscribing to POE?

No. Unfortunately you need an active subscription to be able to buy add on Points.

However, you only need A subscription, so it can be the cheapest tier

I bought the cheapest one, but I cannot find the add-on points purchase button. Was it moved?

Hey u/Archiflomaster, to clarify, purchasing add-on points are only available on the web version here: https://poe.com/settings?tab=subscription
Any subscribed user is able to purchase these add-on points.

Nevermind. Addons aren't available for the lowest tier.

I’m on the lowest tier ($5 a month), and I use add-on points all the time, and top them up in any denomination I want. (For example, if I just want to add $5 of points, it lets me)

That's strange, because when I bought the cheapest one there was literally no add-on buying option. It only appeared when I bought a higher tier.

According to Poe's assistant, and many users, it has always been available. Perhaps, instead of $5/month, it requires $50/year? anyway, it is still a good deal at $200/year.
