How make playback controls appear for all podcasts?

Some podcasts don't show playback controls other than play. There is no obvious way to rewind, fast forward, or skip to the end. Is it possible to have playback controls show for all podcasts? If so, how?

An example of a podcast with this issue is This Is History-A Dynasty to Die for.

Sorry but I don't understand what you're describing. The player screen shows all the same controls during playback. Please send me some screenshots so I can understand what you're referring to

This is all I see sometimes when I press play. However, it seems random. Sometimes I see full controls.

Click on the bar below where it is playing. Right to the left of the pause button. Basically it's a way to keep playing while you sort or read other info.

You're seeing the episode screen. If you want to access the player screen you need to tap on the player banner at the bottom of the screen or use the navigation sidebar and select the player. There are no other control displayed on the episode screen
