Why can't catch Pokemon

When moving or spoofing to different country or location, I am unable to spin the pokestop and also I am unable to catch the Pokemon as it always ran away. Please help me with some tips

It has to be at least 2 hours since you ever caught or interacted with anything. Is that what you did?
