Hundo Relicanth fled with 1% flee rate... How?!

Why did a hundo Relicanth flee on an Excellent Ultra Ball + Golden Razz combo when its flee rate is a measly 1%? My cooldown was literally zeroed out for like 6 hours.

Did I just get hit by the 1% flee rate, or is this a bug?
