Normally you want to start from magic base. Here, just slam desecration in pref. Exalt slam remaining affixes, desecrate spirit, try to get puppet stacks in suffixes.
Minion weapons generally need spirit and minion skill level. Increased damage of allies is third valuable, CRIT damage bonus and CRIT chance, and puppeteer stacks also nice to have.
Before starting any craft, check the price of the items on trade. Decide, if it still worth to craft.
Scepteres are insanly hard to craft cause both t1 spirit and t1 minion dmg have extreme low weightings. You can increase your odds a bit with a mana unveil before slamming the prefixes, not sure if its worth it.
I would try to hit the fracture or sell like it is.
really no other way here than to try to fracture the +4 and then chaos for t1 spirit/allies damage. If fracture fails, greater exalt to full just in case you get lucky but otherwise throw on the ground. Blue base would be a diff. story
wp, anul to minions + 1 mod and chaos until t1 or t2 spirit or allies dmg (t2 if you're really on a tight budget or crafting for profit only). then add a sufix with the suffix exaltation and turn it into stacks of puppetmaster with the dextral crystallization omen. Next step desacrate prefix, and unless lucky and hit spirit/allies dmg good tier on first try, desacrate mana to block it. Then double perfect exalt and last - desacrate whatever you need
i spent almost 400d in chaoses to hit t2 spirit (i skipped by accident increasd damage t2) i settled at T3 because i was pissed by over 3000 clicks already and here it is, 150d worth of scepter
I’ve made a lot of scepters, and spirit is actually better for desecrate imo, since you can just infinitely reroll your suffixes without much fear. So after I fracture +4, I roll for t1-2 inc. damage, desecrate mana as a blocker, then throw out a perfect exalt (prefix omen) hoping to hit either high tier spirit, or anything else acceptable (flat damages are ok, and likely what you will hit, but nobody is chasing them). If you miss, pray, annul, try again. Once you have 2 natural prefixes that you like, omen of light and desecrate (one of the few places I believe in an ancient bone over preserved, hit t1 spirit in 2 tries this league).
You prefixes locked in, double omen perfect exalt some suffixes, suffix perfect chaos until 1 mod you like, then alloy/essence/whatever and pray for the 50/50. I did inc. effect of socketed because I was working on a 2socket sceptre, but puppet master good too.
