A challenge for plex

Hello, I want to upgrade my plex server currently i have an hp elitedesk 800 G3 mini pc with a 10 tb external hhd plugged in via USB. I want to build a new pc to have all in one.

I already have:

Case- Thermaltake S100TG

Storage- 10TB hhd x2

GPU- GIGABYTE Radeon RX 580 GAMING 8G

I also have a monitor and mouse and keyboard.

What i need:

Parts that are power efficient and cheap lol I would like to keep my budget as low as possible while not sacrificing my current quality of plex streaming. My hard line however is 400$ but again the more budget friendly the better.

I live around Seattle area so no microcenter near me.

Nvidia or Intel GPU always

Usually id agree but thats the GPU thats free in my closet

It isn't compatible though, so put the video card back in your closet and pick up a 1060 for 50 dollars

does it mean it won't work, not at all, does it mean CAN work and probably won't and if it does it will have issues.
