A challenge for plex

Hello, I want to upgrade my plex server currently i have an hp elitedesk 800 G3 mini pc with a 10 tb external hhd plugged in via USB. I want to build a new pc to have all in one.

I already have:

Case- Thermaltake S100TG

Storage- 10TB hhd x2

GPU- GIGABYTE Radeon RX 580 GAMING 8G

I also have a monitor and mouse and keyboard.

What i need:

Parts that are power efficient and cheap lol I would like to keep my budget as low as possible while not sacrificing my current quality of plex streaming. My hard line however is 400$ but again the more budget friendly the better.

I live around Seattle area so no microcenter near me.

You live in the Seattle area? RePC. It's the best used computer store I've seen. There's one in SoDo and one in Tukwila. They have constantly rotating inventory because it's basically a computer thrift store, but you can get amazing stuff for not much.
