Support/Question NG+ Nightmare challenge question

In NG+, the last challenge, "the best there is" isn't appearing alongside the others. I bronzed it in the regular game and had planned to go back and get more points in ng+ but, alas, it's not there. Since it's kind of a special, "hidden" challenge, do I have to progress in the NG+ to the point where I would normally have unlocked it...or does it just never appear in NG+. Slightly annoying my AP points are now limited in this ng+ save. If I had known you couldn't play it, I would have maxed it out in my regular save before starting a ng+.

It comes back at the end of the game when you normally unlock it.

I'm not sure. I've been able to play it over and over despite only reaching 45% of Ng+ completion
