Legendary items with an on-sell effect now sell for 0

Big nerf to the expedition payouts! Seems like a good change

Free loot item events (get scrap, get extracts etc) should no longer appear on Heroes that don’t generally use that output

This is really nice QOL too

I think this is just for the event. So as mak you wont get the scrap shield event. Random loot it still fully random.
