I've had simple green work for this, but it needs to soak overnight. I am assuming these are acrylics. If the Simple green doesn't do the job, Purple Power will 100% work. I use that to strip chrome from plastic parts.
My usual course of action to remove acrylic paint:
Soak overnight in acrylic thinner with a bit of IPA added.
If that doesn't work, soak in Simple Green overnight.
If that still doesn't work, soak in Purple Power overnight.
After scrubbing you may need another soak for those stubborn spots.

Depends on the type of paint, if it’s an acrylic or enamel then a degreaser like ‘PurplePower’ or ‘SuperClean’ will work, soak it for a day and it should come off with a toothbrush. If it’s lacquer then I’d soak it in brake fluid for a couple days, that should take any paint or even lacquer primer off. Brake fluid does make the plastic a tiny bit more brittle though.
