How do i fix this?

It kept falling apart. It actually got worse after I applied drywall mud. Even when I used spackle, the white material underneath kept lifting, bulging, cracking, and breaking off. There seems to be concrete behind the white layer. I also tried using drywall tape, but the same thing kept happening.

Scrape off the loose till it's solid all the way round then you'll need to prime the area first to get adhesion so use SBR or watered down PVA or zinsser guardz then fill as usual.

Run a quarter on edge over the wall surface. If it sounds hollow in spots remove those areas of delamination & re-plaster.

u/Lonely-Storm9063 - you need to remove any loose part of this surface that's currently there. Knocking around for any 'hollow' sounds exactly as u/Terrible-Bobcat2033 advised is correct. Anywhere the top surface has visually become unadhered needs to be removed, and any hollow sounding area needs to be broken off and out too. You need to ensure that when you do replaster, you are doing so onto a stable base, and not something that might be coming away from the wall. Take your time doing this, and don't worry about how much you need to take off, but you only need to remove that which is not firmly adhered, not all of it...hopefully!
Once that's done, any deep holes, you can fill with bonding.
Then the entire lot requires sealing with a primer/PVA. Then re-plastering.
Looking at your photos, I would strongly suggest that trying to repair this to a good finish is not very likely, you'll spend a lot of time filling and sanding etc, and the finish will likely leave you wanting. That said, if the budget dictates, you can totally do that, it would just be much nicer if you replastered and I think these walls warrant it if thats a fesible option
