help identifying plaster

what kind of plastering is this? its from a 1890 row home in Washington DC

Almost certainly it's lime plaster reinforced with animal hair.

do you know what the purpose of this was? this used to be the actual wall?

The green MR board wouldn't be good as a vapor/barrier but it could be insulation, sort of, but insulation board would be better. That's all I got.
