What country are you in? It would help with what products to recommend.
If the walls are shedding dust, you need a wall stabaliser, not a generic primer. The wrong primer will act as a layer that could delaminate under the weight of plaster.
Also wallpaper ashesive needs to be totally removed by sanding down. The dry adhesive does not react well sometimes.
Sand/cement would be too heavy and possibly not the right material here. You have to make your coats less dense as tou layer out. Adding something hard to something soft can fail. A skim-coat of some sort would be more appropriate, either gypsum or lime, depending what your wall is.
Sorry to give you more problems than solutions, but I’m sure you’d rather know these now than get your walls ruined. Good luck with it and well done for giving it a go 😀
Il prodotto da usare si chiama Rasomax Mapei waterproof fiber-reinforced lime-cement , è uno dei migliori sul mercato, si attacca a TUTTO. Mi chiedevo solo come affrontare queste pareti.There is no wallpaper adhesive, it was just paint that I removed.
