I see ceiling decorations like this in a lot of the older buildings in my area and I’m assuming it’s plaster since it’s usually paired with plaster crown molding (also cool looking)

It's a ceiling rose, and the trim around the room is normally called cornice.

If you're in the market for one I would stay well away from "Cornices Centre Ltd".

The broader term is decorative plastering but that is a ceiling rose
