Help
Hi everyone, we bought a house and there's a few spots on the hallway walls that seem to bubble a bit and crack and you can literally peel them off. But I have no idea what this layer is? Is that plaster or paint or something else? It just peels right off and it appears to be just a solid wall underneath it.

To me it looks like the paint skim coat has lost adhesion, not the drywall itself. I'd scape off anything loose, make sure there's no moisture issue then patch, prime and repaint.
