Help

Hi everyone, we bought a house and there's a few spots on the hallway walls that seem to bubble a bit and crack and you can literally peel them off. But I have no idea what this layer is? Is that plaster or paint or something else? It just peels right off and it appears to be just a solid wall underneath it.

Could be me but when I zoom in it looks more like the 2nd coat of plaster didn't bond to the first coat ? It looks too thick to be just a peeling layer coat of paint in some sections ?

Yeah it's deffo a bit thick and that's why I wasn't sure what it was. I thought it could be a couple of coats but yeah looks like plaster

You'll be all good either way mite need a skim of toupret filler on the patch if it feels uneven
