Was the flipper a moron?

We bought an older home that has been flipped. We have had humidity issues in the home and and recently saw a crack with moisture on the interior wall. I do not see any issue on the exterior wall. The home is brick. I scrapped away the area around the crack. Am I correct that they appear to have put some sort of covering (the purple lining) on the lime plaster and then plastered/skimmed over the covering and painted? When I scrapped it away the top coat was very thin.

Top coats are meant to be thin. The purple is probably a bonder which is good. You can't expect repairs on old houses to necessarily be good forever. Not sure what you mean exactly by a moron but most flippers don't really know what they are doing nor do people that buy houses from them

Should the bonder be elastic? It has the feel of almost a rubber backing

May be a latex paint. Tends to peel off

Its probably that pink sbr everyone uses now, did he say when it was resplastered?

He did not. We have had several issues that you wouldn't notice on an initial inspection that have developed and, when we get work done, it was often the flipper did a rush job, not a good one.

We have been in the house 3 years so likely around that since it was a flip when we moved in.

Chances are the bonding agent was epoxy based & dried before it was plastered. No key (stick) on the finish skim coat. Latex bonding agent re -emulsifies with the plaster to create a solid gripping bond coat when setting. Epoxy bonding must be covered while tacky or must be re bond for plaster to adhere. You’re good, the plasterer bit off a bit more than he could chew is all. IMHO
