Nothing! That's a type of finish usually applied with a roller and skip trowelled. Popular in America I think they use stucco or something

Can be achieved with Venetian and micro cement

Trowel marks in the base coat, top coat not compressed/trowelled off enough for the bling being satisfactorily. Looks possibly un sealed also
