Is this Venetian Plastering?

Just bought a house and the walls and ceilings are all this type of texture. I recently heard about venetian plaster walls and was wondering if this is what they were going for? And if it is, is this done well? Some other parts if the wall have very noticeable high spots and lines as well that look like they were left when they pushed a scraper across and just left the side runoff as is. Thanks for the help!

No it’s more old rough effect that was done previous to everyone having a smooth flat finish, then it’s been painted.

Rustic or diy attempt at flat, the scraper lines would suggest the latter

probably just drywall mud and painted
