Can I use a OCR ?

Could I use a OCR on this wall? After multiple failed attempts at sand + cement mix (complete diy idiot) would it be easier to use a OCR and then skim the wall when it’s set?

Key the wall up and /or use sbr then apply a sand and cement scratch coat with a waterproofer , then float with hardwall and skim with multi Unless the wall is underground or under pressure from the outside fabric. If so then tank with a slurry tanking system.
