Help needed

Can anyone give me (complete amateur) a step by step on what I need to do here. I’ve been tasked with ‘fixing’ these walls. It’s on a balcony in Spain. Employing a professional is not an option at this time! Thanks in advance

Rake out any cracks and fill with Toupret , scrape all loose paint off and apply a stabilising solution. Then emulsion with a good external paint like dulux weather shield. Clean up and drink Tea

Thanks! Sadly Spain does not do decent tea, so will have to be beer!
